Team

The CERCB is made up of high calibre professional researchers with proven track records of high quality policy and research outputs. 
 

Our team has unparalleled experience in conducting quantitative and qualitative studies across Sierra Leone and Sub-Saharan Africa. We combine decades of academic and professional experience in research, survey design and implementation, and project evaluation.

 

In addition to the core team of research associates, the CERCB has worked with over 100 enumerators on a project-by-project basis.

Samuel Jibao

Executive Director – PhD (Econ), M.Phil (Econ), BSc (Hon. Econ)

Dr. Jibao is a senior public policy analyst with more than twelve years of professional experience in policy analysis, survey design and implementation, and economic management. 

 

In addition to being the Executive Director of the CERCB, he is Senior Researcher at the African Tax Institute at the University of Pretoria in South Africa, and a Research Fellow at the International Centre for Tax and Development at the Instittue of Development Studies, University of Sussex in the UK. He is a former Deputy Director of the Monitoring, Research and Planning Department of the National Revenue Authority of Sierra Leone.

James Fomba Sandy

Senior Research Fellow – PhD (Economics, specializing in Econometrics)

Dr. Sandy has over ten years of experience in economic policy management. He has worked as a a Senior Banking Officer in the Research Department of the Bank of Sierra Leone, and a Principal Economist in Monitoring, Research and Planning Department of the National Revenue Authority of Sierra Leone. 

 

In addition to being a Senior Research Fellow, he is currently a Senior Lecturer and the Head of the Economics Department at Njala University. 

Festus M. Lansana

Research Associate – PhD candidate, MA (Econ), BSc (Econ)

Mr. Lansana has extensive experience in research, planning, monitoring and evaluation of public and private development projects. He has worked as a Principal Economist at the National Revenue Authority of Sierra Leone; a Senior Monitoring and Evaluation Officer at the United Nations World Food Programme; and a Planning, Monitoring and Evaluation Officer and Programme Manager at the Global Agriculture and Food Security Programme. 

Isata Mahoi

Research Associate – PhD candidate, MSc (Development Economics and International Cooperation), BSc (Development Studies)

Ms. Mahoi's areas of expertise include human rights, gender and development, conflict resolution, communications, knowledgement management, data analysis, planning, and policy preparation and evaluation. She has demonstrated excellence in project planning, proposal writing, field research, and civil society engagement.

 

Soko M. Kai-Samba

Coordinator of Research and Administration – MBA (Exec), BSc (Ed, Math, Econ)

Mr. Kai-Samba has several years of field and managerial experience in research, reporting, and general adminsitration. Previously, he served as the Administrative and Finance Comptroller at the Development Solutions Limited (a develpoment initiative consortium), and a Research and Sales Manager at the Mabella FIshing Company Ltd. in Freetown. 

Moses M. Sellu

Research Associate – MSc (Agric. Econ), BSc (Econ)

Mr. Sellu has worked on major research projects across the country, including as a Field Supervisor on the Informal Taxation and Livelihoods survey in Kailahun district, managing a team of enumerators. Previously, he was a lecturer at Njala University. He is the longest serving member of the staff of the CERCB.

Alie Hassan Kargbo

Research Associate – BSc (Econ), Certificate in Population Studies

Mr. Kargbo has significant supervisory experience on major field research projects, particularly in the Northern region, including for the International Centre for Tax and Development and CERCB Informal Taxation and Livelihood survey in Kono district. Previously, he served as a Project Manager at the Intervention for Developmetna nd Efficient Alternative Livelihood Sierra Leone. 

Peter Bessie

Administrative Assistant

Mr. Bessie serves as a dispatch officer and is in charge of clerical work and general administration for the CERCB.
